Suo Moto Disclosure under Section 4(1)(b) of RTI Act, 2005

Information under Section 4 (1)(b) of the RTI Act, 2005
1. Section 4 (1)(b)(i): Particulars of organization, functions and duties.
2. Section 4(1)(b)(ii):  Powers and duties of its officers and employees.
3. Section 4(1)(b)(iii): Procedure followed in the decision making process including channels of supervision and accountability.
4. Section 4(1)(b)(iv): Norms for the discharge of functions.
5. Section 4(1)(b)(v):  Rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions.
6. Section 4(1)(b)(vi): Statement of the categories of documents that are held by it or under its control.
7. Section 4(1)(b)(vii): Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof.

Section 4(1)(b)(viii): A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

13. Section 4(1)(b)(xiii): Particulars of recipients of concessions, permits or authorization granted by it.
14. Section 4(1)(b)(xiv): Details in respect of the information, available to or held by it.  Reduced in an electronic form.
15. Section 4(1)(b)(xv): The particulars of facilities available to citizens for obtaining Information, including the working hours of a library or reading Room, if maintained for public use.
16. Section 4(1)(b)(xvi): The names, designations and other particulars of the Public Information Officers

Section 4(1)(b) (i):Particulars of organization, functions and duties

The Department of Military Affairs has been entrusted with the following charter:

  1. The Armed Forces of the union, namely Army, Navy and Air Force.
  2. Integrated HQs of the Ministry of Defence comprising of Army HQs, Naval HQs, Air HQs and Defence Staff HQs.
  3. The Territorial Army.
  4. Works related to Army, Navy and Air Force.
  5. Procurement exclusive to the Services except capital acquisition, as per prevalent rules and procedures.
  6. Promoting jointless in procurement, training and staffing for the services through joint planning and integration of their requirements.
  7. Facilitation of resources of Military Commands for optimal utilisation of resources by bringing about jointness in operations, including through establishment of Joint Theatre Commands.
 

Section 4(1)(b) (ii): Powers and duties of its officers and employees

Work of Department of Military Affairs is distributed among different Wings, each headed by a Joint Secretary. Each Wing consists of Divisions, Branches, Sections headed by Director/Dy. Secy., Under Secretary, Section Officer respectively. Sections are manned by subordinate staff viz. Assistant Section Officer (ASO), Junior Commissioned Officer (JCO),Senior Secretariat Assistant (SSA),) Junior Secretariat Assistant (JSA), NCOs, Multi-Tasking Staff (MTS), etc. Each Section has been entrusted with certain duties/tasks as per work allocation.

2. Joint Secretary (Works & Parl) All domain specific issues pertaining to all three Services and Defence Staff Headquarters. All Parliamentary matters pertaining to DMA.
3. Joint Secretary (Army & TA) All Service specific issues pertaining to Indian Army and Territorial Army (TA), Operational, Intelligence, Pay and Allowances, Revenue procurement etc of Army.
4. Joint Secretary (Navy & Defence Staff) All Service specific issues pertaining to Indian Navy and Defence Staff Headquarters, Operational, Intelligence, Pay & Allowances, Revenue Procurement etc. of Indian Navy & DS.
5. Joint Secretary (Air Force & Staff Duties) All Service specific issues pertaining to Indian Air Force, Operational, Intelligence, Pay and Allowances, Revenue procurement etc. of IAF, Military International Cooperation
 

Section 4(1)(b) (iii): Indicating distribution of work among Wings/Divisions covers the accountability part in this provision.

The cases are generally processed at the Section/Desk level and the files are submitted to Under Secretary (US)/Deputy Secretary (DS)/Director(Dir)/Joint Secretary(JS)/ Additional Secretary(AS)/Secretary /Ministers, as per the requirement on case to case basis. Work flow in DMA is as under.

ASO ->SO -> US-> DIR -> JS -> AS -> Secretary -> RRM/RM

The work allocation information given above under Section 4(b) (ii) indicating distribution of work among wings/divisions covers the accountability part in this provision.

 

Section 4(1) (b) (iv): Norms for the discharge of functions

The norms set by Govt. of India as a whole are followed.

 

Section 4(1)(b) (v): Rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions.

The rules, regulations, instructions, manuals etc. issued by Govt. of India from time to time are followed for discharging its functions.

 

Section 4(1)(b) (vi): Statement of the categories of documents that are held by it or under its control.

Both classified and unclassified documents relating to the business allocated to this Ministry as per the Government of India (Allocation of Business Rules), 1961 are held.

 

Section 4(1)(b) (vii): Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof.

The Department, generally, does not directly deal with the members of public in relation to the formulation of its policy or implementation thereof.

 

Section 4(1)(b) (viii): A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

A total of Rs.17.99 Cr has been allocated to DMA for FY 2021-22.
